Norway's e-invoice mandate: 1 January 2027

From 1 January 2027, Norwegian bookkeeping-liable businesses must be able to send structured e-invoices to each other, in EHF / Peppol BIS Billing 3.0. Below: the dates, the format, and what a free local checker covers.

The timeline (domestic B2B)

DateWhat changes
8 Jun 2026The Storting passes the Bookkeeping Act changes (Prop. 44 L (2025–2026)); the amending act is dated 19 June 2026.
29 Sep 2026The Tax Directorate issues the regulations; EHF and Peppol BIS in version 3.0 or newer are the approved formats.
1 Jan 2027Businesses that must keep books must be able to send an electronic invoice to other bookkeeping-liable businesses registered in ELMA. Electronic invoices are stored in their original format.
1 Jan 2030The duty to receive e-invoices and to keep books digitally, with transition rules.

Reported exemptions: yearly turnover under NOK 50,000, and sales to consumers. These dates are read from secondary sources (law-firm, accountancy-body and vendor pages found by search), not from Lovdata or skatteetaten.no; a source that predates the regulations said they had no set date. This is a summary, not tax advice.

Which file counts, and how it travels

The invoice is a structured document in EHF or Peppol BIS Billing 3.0 (UBL syntax on EN 16931), sent over the Peppol network to a receiver registered in ELMA. A PDF emailed to the customer is not an electronic invoice under the law.

Test a file before you send it

Open the checker and drop your XML. It flags totals and tax breakdowns that do not add up, a missing tax reason on a 0% or exempt line, malformed identifiers, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). It applies the EN 16931 and Peppol BIS Billing rules; it does not look up ELMA or check your access point. No account, nothing uploaded.

No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions

When does Norway's B2B e-invoicing mandate start?

From 1 January 2027, businesses that must keep books under the Norwegian Bookkeeping Act have to be able to send structured e-invoices to other bookkeeping-liable businesses registered in ELMA, the Norwegian e-invoice recipient register. The duty to receive e-invoices and to keep books digitally follows on 1 January 2030, with transition rules. This page is a summary from secondary sources, not advice; check Lovdata and the Norwegian Tax Administration (skatteetaten.no) for your own case.

Which invoice format does Norway accept?

EHF or Peppol BIS Billing in version 3.0 or newer, which are built on the European standard EN 16931 and sent over the Peppol network. A PDF or other image of an invoice is not an electronic invoice under the law. One summary of the regulations says other electronic formats are allowed until 2030; confirm that against the regulation text.

Who is exempt?

Secondary sources report an exemption for businesses with a yearly turnover under NOK 50,000, and sales to consumers are outside the duty. Check the regulation for the exact scope before relying on this.

Can this checker validate a Norwegian invoice?

Partly. It reads UBL, CII, Factur-X and JSON and applies the EN 16931 and Peppol BIS Billing 3.0 rules (arithmetic, tax breakdown, mandatory fields, identifiers) plus VAT, IBAN and BIC typo catches, each with a rule ID and a fix. It does not look up the receiver in ELMA, does not apply any Norwegian-specific rule beyond Peppol BIS, and does not replace your access point's acceptance, so a clean result is an offline observation, not approval.
