Portugal's e-invoicing rules: what applies and what is only expected
Portugal has no B2B e-invoicing mandate with a confirmed start date. What does apply: structured e-invoices for public-sector customers, phased in; certified invoicing software; monthly invoice reporting to the tax authority; and, from 1 January 2027 per most sources, a qualified signature on PDF invoices. Below: the table, where sources disagree, and what a free local checker covers.
What applies, and where sources disagree
| Date | Status |
|---|---|
| 2013 | In force: invoice data is reported to the tax authority (AT) monthly. |
| 2020 | In force: invoicing software must be certified by the AT. |
| 2021 | In force: large suppliers send structured e-invoices to public bodies (B2G). |
| 1 Jan 2026 or 1 Jan 2027 | Smaller suppliers join the B2G rule. Sources give both dates; check with the public body you invoice. |
| 31 Dec 2026 | Last day a PDF invoice is valid without a qualified electronic signature, per most sources (one gives 2026). |
| Not fixed | B2B structured e-invoicing is voluntary and needs the buyer's agreement. An extension under the EU's ViDA package is expected, with no confirmed date. |
Dates come from compliance-vendor guides, which disagree in places, not from the AT or the Portuguese statute. Penalties are not given. This is a summary of adviser reports, not tax advice; confirm with the Autoridade Tributaria e Aduaneira or your accountant.
Which file would count
For public bodies the route is Peppol-style structured invoices based on EN 16931 (UBL or CII). For B2B there is no format rule yet, so an EN 16931 UBL or CII file is the safest bet. A Portuguese invoice also carries an ATCUD code and a QR code from certified software; this checker does not read them.
Test a file before you send it
Open the checker and drop your XML. It flags totals and tax breakdowns that do not add up, a missing tax reason on a 0% or exempt line, malformed identifiers, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). For UBL files that name CIUS-PT in BT-24 it also applies the Portuguese national profile's published rules (AMA, version 2.1.1). It does not check certified-software requirements, ATCUD codes or SAF-T files. No account, nothing uploaded.
No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions
Is B2B e-invoicing mandatory in Portugal?
Not by a firm date in the sources checked. Structured B2B e-invoicing is voluntary, and the buyer must agree to receive it. Portugal is expected to extend e-invoicing under the EU's ViDA package, but no B2B start date was confirmed. Separately, certified invoicing software and monthly invoice reporting to the tax authority (AT) already apply. Confirm with the AT or your accountant; this page is a summary, not advice.
Does Portugal require e-invoices for public-sector customers?
Yes, in phases. Large suppliers have had to send structured e-invoices to public bodies since 2021. Sources disagree on the date for smaller suppliers, giving 1 January 2026 or 1 January 2027, so check with the entity you invoice.
Do PDF invoices need a signature in Portugal?
Most sources say a PDF invoice needs a qualified electronic signature from 1 January 2027, and is valid without one until 31 December 2026. One source gives 1 January 2026. The 2027 date is better supported, but confirm it with the AT.
Can this checker validate a Portuguese invoice?
Partly. It reads UBL, CII, Factur-X and JSON and applies the EN 16931 arithmetic, tax breakdown, mandatory-field and identifier checks, plus VAT, IBAN and BIC typo catches, each with a rule ID and a fix. For UBL files that name CIUS-PT in BT-24 it also runs the Portuguese national profile's published Schematron rules (AMA, version 2.1.1: VAT identifiers, Deliver to address, number formats). It does not check certified-software requirements, ATCUD codes, qualified signatures or SAF-T files, so a clean result is an offline observation, not approval.
How do I check an invoice before sending it?
Drop the file into the checker. Nothing is uploaded: every check runs in your browser. Fix what it flags, then send it through your certified invoicing software.
Open the E-invoice Preflight checker to validate your own invoice file.
