The UK's e-invoice mandate: what is confirmed

The UK will require structured e-invoices for VAT invoices from April 2029. Below: what the sources agree on, what is still open, and how to test a file before it goes to a customer.

The timeline (as secondary sources describe it)

DateWhat changes
Nov 2025The government response to the HMRC and Department for Business and Trade consultation, and Autumn Budget 2025, confirm that e-invoicing goes ahead.
Jun 2026Peppol reported as the core interoperability network.
Budget 2026Implementation roadmap published on 28 October 2026 (read on gov.uk). Detailed design runs to October 2027; a public consultation on UK e-invoicing standards and Access Point certification is planned for spring 2027; enabling powers are to come in Finance Bill 2026-27.
Oct 2027 to Apr 2028Government to publish the key requirements: scope, standards, business identifiers and software provider requirements. The roadmap says requirements should not change after April 2028 unless stakeholder feedback makes it necessary; the digital-exclusion exemption process is also due by April 2028.
Apr 2028 to Apr 2029Government communications campaign, software provider testing (readiness testing summer 2028) and secondary legislation (autumn 2028 or early 2029).
Apr 2029Mandatory structured e-invoices for VAT invoices, B2B and B2G. B2C is out of scope at first, and there is no real-time reporting to HMRC in this phase.

The roadmap rows above are from the gov.uk roadmap page, read on 30 October 2026; the earlier rows come from secondary sources (law firms, accountancy bodies, software vendors), not from gov.uk. The roadmap sets no size-based phasing (all VAT-registered businesses from 1 April 2029) and no penalty amount. Scope per the roadmap: taxable transactions between VAT-registered entities where a VAT invoice is required; consumer and cross-border sales are not required; small businesses not VAT-registered may opt in. Exemptions are to be tightly defined, with digital exclusion mirroring Making Tax Digital for VAT. This is a summary, not tax advice.

Which file will count, and how it travels

The standard is reported as EN 16931, so a PDF alone will not qualify, and Peppol is the network. Until the UK specification is published, the safest test is an EN 16931 UBL or CII file that also passes Peppol BIS Billing 3.0.

Test a file before you send it

Open the checker, drop your XML, and tick Also apply the Peppol BIS Billing 3.0 rules. It flags a wrong business process or specification identifier, a missing or malformed electronic address, arithmetic that does not add up, a missing tax reason on a 0% or exempt line, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). No account, nothing uploaded.

Common questions

When does the UK e-invoicing mandate start?

The government confirmed at the Autumn Budget 2025 that e-invoicing will go ahead from April 2029. Sources read describe it as covering VAT invoices for business-to-business and business-to-government sales; consumer (B2C) sales are out of scope at first. The implementation roadmap was published with Budget 2026 on 28 October 2026, and enabling legislation is due in Finance Bill 2026-27. The roadmap itself (gov.uk, read 30 October 2026) confirms 1 April 2029 and sets no size-based phasing. Earlier dates in the timeline come from secondary sources (law firms, accountancy bodies and software vendors), not from gov.uk. Confirm with HMRC or your accountant.

Which format and network will the UK use?

Peppol is reported as the core interoperability network, confirmed on 23 June 2026, in a decentralised four-corner model with no real-time reporting of invoices to HMRC in the first phase. The data standard is reported as EN 16931, and public bodies such as the NHS have received Peppol e-invoices since 2019. No UK-specific profile or syntax rule set had been published in the sources read, so this checker tests EN 16931 and Peppol BIS Billing 3.0 files, the likely starting point, not a confirmed UK profile.

What are the penalties for not e-invoicing in the UK?

No amount is announced. The roadmap says the government plans to use the existing VAT invoicing penalties framework as a basis, aiming for penalties that are robust but proportionate; details are still to come, so this page states no amount.

How can a UK business prepare now?

Pick a Peppol access point or check that your accounting software will issue EN 16931 UBL or CII, and test sample invoices. Drop a file into the checker and tick the Peppol option: it tests identifiers, electronic addresses, totals and tax breakdown arithmetic, and VAT, IBAN and BIC typos, each with a rule ID and a fix. Nothing is uploaded. It is an offline observation, not an access point's acceptance and not legal advice.
