Czech Republic e-invoicing: required for public bodies, not yet for B2B
Serbia clears invoices between VAT-registered businesses through a state platform, the Electronic Invoice System (SEF), and the buyer must accept each one there. Below: the dates as sources give them, where they disagree, and how to test a UBL file before it goes in.
The timeline (as advisory sources report it)
| Date | What changes |
|---|---|
| 1 Oct 2016 | Public contracting bodies must accept structured e-invoices (B2G), under Act No. 134/2016 on public procurement, per advisory guides. |
| Mid-2026 | A VAT Update country booklet with a 2 July 2026 cut-off says no domestic mandatory B2B e-invoicing or digital-reporting mandate had been enacted. |
| Planned | An undated third-party summary says the Ministry of Finance plans to receive e-invoices first and require issuing in B2B later, in 2026 to 2027. No enacted date found. |
| 1 Jan 2027 | A sales-reporting reform (reported as "EET 2.0") is planned. It is not a B2B e-invoicing mandate. |
None of these sources is the Czech Ministry of Finance or the Chamber of Deputies bill tracker, and the primary EU eInvoicing page could not be reached from here. Treat every date as unconfirmed and check the Ministry of Finance before relying on it. A summary, not tax advice.
Which file, and what to do now
Czech businesses commonly use ISDOC, a national XML format, while buyers abroad and public bodies reached over Peppol use EN 16931 UBL or CII. Because B2B issuing is not yet mandatory, an exporter to Germany, France or Poland usually meets an e-invoice rule on the buyer's side first. Fixing arithmetic, tax reasons and identifiers now saves rework when a domestic rule lands.
What this checker does and does not cover
It reads UBL and CII and applies EN 16931 and the Peppol BIS 3.0 rules it knows. It does not read ISDOC or apply any Czech national rule. Treat a clean result as "passes the European rules", not "accepted by a Czech authority".
Test a file before you send it
Open the checker and drop your UBL XML. It flags arithmetic that does not add up, a missing tax reason on a 0% or exempt line, a missing buyer reference, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). No account, nothing uploaded.
No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions
Is B2B e-invoicing mandatory in the Czech Republic?
Not as of the latest source found, a July 2026 advisory booklet that reports no enacted domestic B2B mandate. Public bodies have had to accept e-invoices since 1 October 2016. The Ministry of Finance is reported to plan a B2B rollout in 2026 to 2027, but no enacted date was found, so confirm with the Ministry of Finance. This is a summary, not advice.
Is EET 2.0 an e-invoicing mandate?
No. It is a planned sales-reporting reform reported for 1 January 2027, a different obligation from exchanging structured invoices between businesses.
Which invoice format do Czech businesses use?
ISDOC is the common national XML format, and EN 16931 UBL or CII is used over Peppol. This checker reads UBL and CII and applies EN 16931 and optional Peppol rules. It does not read ISDOC or apply Czech national rules.
How do I check an invoice before sending it to a Czech or foreign buyer?
Drop the UBL or CII file into the checker. It tests totals and tax breakdown arithmetic, missing tax reasons on zero or exempt lines, and VAT, IBAN and BIC typos, each with a rule ID and a fix. Nothing is uploaded when you use the page. It is an offline observation, not an authority's acceptance and not legal advice.
