Turkey's e-Fatura and e-Arşiv: a national format, not EN 16931

Turkish taxpayers issue invoices electronically through GİB or a licensed integrator: e-Fatura above turnover thresholds, e-Arşiv for the rest. The format is UBL-TR, not EN 16931 or Peppol. Below: what vendor guides report, where they disagree, and what this checker can and cannot tell you.

The rules (as vendor guides report them)

WhoWhat is required
Gross sales of TRY 3 million or moree-Fatura for B2B and B2G invoices, from the start of the seventh month after the year that met the test (2025 sales, so 1 Jul 2026).
TRY 500,000 or more, in listed sectorse-Fatura. Guides list e-commerce, real estate, construction and motor vehicles.
Marketplaces, fuel licensees, licensed hotels and similare-Fatura regardless of turnover, per guides.
Everyone elsee-Arşiv for every invoice. The TRY 3,000 per-invoice threshold was reportedly removed on 1 Jan 2026.

Where sources disagree or are thin: a 2027 date for simplified-method taxpayers appears in one vendor page only; one Turkish article cites a newer communiqué (No. 535) whose content could not be checked. The legal basis cited is General Communiqué 509 under article 242 bis of the Tax Procedure Law. These are vendor and advisory pages, not the communiqués or GİB. No penalty is stated because none was verified. Confirm against the law. A summary, not tax advice.

Which file counts, and how it travels

An e-Fatura is a UBL-TR XML invoice, signed and delivered through GİB's portal or a GİB-approved private integrator, which also handles the receiver's mailbox. It is not EN 16931 and not sent over Peppol. A plain PDF is not an e-Fatura.

What this checker does and does not cover

It has no UBL-TR or GİB rules. It cannot validate an e-Fatura or e-Arşiv, and a clean result says nothing about GİB acceptance. It applies EN 16931 and the Peppol BIS 3.0 rules it knows, which matters when a Turkish supplier invoices a customer in the EU.

Test a file before you send it

For an EU customer, open the checker, drop your UBL or CII XML, and tick Also apply the Peppol BIS Billing 3.0 rules. It flags arithmetic that does not add up, a missing tax reason on a 0% or exempt line, malformed electronic addresses, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). No account, nothing uploaded.

No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions

Who must issue e-Fatura in Turkey?

Per 2025 to 2026 vendor and advisory guides: businesses with gross sales of TRY 3 million or more, TRY 500,000 or more in listed sectors such as e-commerce, real estate, construction and motor vehicles, and certain categories regardless of turnover (online marketplaces, fuel licensees, licensed hotels). A business that meets the test in one year reportedly moves onto e-Fatura from the start of the seventh month of the next year. These are not the communiqués or the Revenue Administration (GİB), so confirm there. This is a summary, not advice.

What do businesses outside e-Fatura issue?

Reportedly e-Arşiv invoices. Guides say the TRY 3,000 per-invoice threshold below which paper was allowed was removed on 1 January 2026, so e-Arşiv applies to every invoice a non-e-Fatura business issues. One source gives a later 2027 date for simplified-method taxpayers; it appears in a single vendor page and is unconfirmed.

Is a Turkish e-Fatura an EN 16931 invoice?

No. Turkish e-Fatura uses the UBL-TR schema, sent through GİB or a GİB-licensed private integrator, and is not EN 16931 or Peppol. This checker has no UBL-TR rules, so it cannot validate an e-Fatura, and a clean result here says nothing about GİB acceptance.

What is the checker useful for in a Turkish context?

Sending an invoice to a European buyer. An EU customer of a Turkish supplier typically wants a Peppol BIS or EN 16931 UBL or CII file, which the checker tests for totals, tax breakdown arithmetic, identifiers, and VAT, IBAN and BIC typos, each with a rule ID and a fix. It is an offline observation, not an access point's acceptance and not legal advice.

Check a VKN or TCKN

A company or sole trader is identified by a 10-digit VKN, an individual by an 11-digit TCKN. This tests the length and the check digits (spaces and hyphens are ignored). It does not look anything up, so it cannot say whether the number is registered with GİB or belongs to the name on the invoice.

The check-digit rules are the widely published ones (open-source validators and secondary guides); nothing was read from GİB’s own pages. GİB’s tax-number query is the authority.
