UAE e-invoicing: the 2027 dates and what to check first

The UAE's mandatory e-invoicing starts on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for the rest, in the Peppol-based PINT AE format through an Accredited Service Provider. Below: the dates, the reported penalties, and what a free local checker covers.

Dates

DateWhat happens
1 Jul 2026Voluntary adoption and pilot begin; penalties apply only once the mandate applies to you.
30 Oct 2026Appoint an Accredited Service Provider (revenue AED 50 million or more). Moved from 31 Jul 2026 by Ministerial Decision 66 of 2026.
1 Jan 2027Go-live for businesses with revenue of AED 50 million or more.
31 Mar 2027Provider deadline for smaller businesses and for government entities.
1 Jul 2027Go-live for businesses below AED 50 million.
1 Oct 2027Go-live for government entities.

Dates are as reported by adviser sites from the Ministry of Finance decisions; one site gives a single 1 July 2027 date for everyone, which the others contradict, and older guides predate the October 2026 move. Business-to-consumer sales are reported as outside the first phases. Penalties (Cabinet Decision 106 of 2025, as reported): AED 5,000 per month for missing the implementation or provider deadline, and AED 100 per wrong or untransmitted invoice or credit note, capped at AED 5,000 per month. This is a summary, not tax advice; confirm with the Ministry of Finance, the Federal Tax Authority or your accountant.

Which file counts, and how it travels

Invoices are structured XML in PINT AE, the UAE specification of the Peppol International model on UBL 2.1, exchanged between providers on a five-corner model, with the data reported to the tax authority. A PDF alone stops being a tax invoice once the mandate applies to you. You do not send the file yourself: your Accredited Service Provider does, and its validation is the one that decides.

Test a file before you send it

Open the checker and drop your XML. It flags totals and tax breakdowns that do not add up, a missing tax reason on a 0% or exempt line, malformed identifiers, and IBAN and BIC typos, each with a rule ID and a fix (the rule reference). It does not apply the PINT AE rules or UAE-specific checks such as the trade licence or TRN formats. No account, nothing uploaded.

No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions

When does UAE e-invoicing become mandatory?

As reported from Ministerial Decisions 243 and 244 of 2025 (as amended by Decision 66 of 2026): businesses with revenue of AED 50 million or more go live on 1 January 2027 after appointing an Accredited Service Provider by 30 October 2026; smaller businesses appoint by 31 March 2027 and go live on 1 July 2027; government entities go live on 1 October 2027. Some guides still show older dates. Confirm with the Ministry of Finance, the Federal Tax Authority or your accountant; this page is a summary, not advice.

What format does UAE e-invoicing use?

Structured XML in PINT AE, the UAE specification of the Peppol International invoice model, sent through an Accredited Service Provider. A PDF or scanned image is no longer a compliant tax invoice once the mandate applies to you. PINT AE is built on the same UBL 2.1 syntax and invoice model family as EN 16931.

What are the penalties?

Reported under Cabinet Decision 106 of 2025: AED 5,000 per month for not implementing e-invoicing or appointing a provider on time, and AED 100 per invoice or credit note issued in the wrong form or not transmitted, capped at AED 5,000 per month. Sources differ and amounts can change, so check the Federal Tax Authority.

Can this checker validate a UAE invoice?

Partly. It reads UBL, CII, Factur-X and JSON and applies the EN 16931 arithmetic, tax breakdown, mandatory-field and identifier checks, plus IBAN and BIC typo catches, each with a rule ID and a fix. It does not apply the PINT AE rules or the UAE's own checks, so a clean result is an offline observation, not approval. Your Accredited Service Provider remains the authority.
