Nigeria: the Merchant Buyer Solution
Nigeria is rolling out clearance e-invoicing through the Nigeria Revenue Service’s Merchant Buyer Solution (MBS), by taxpayer size. Below: how it works as secondary guides describe it, where the sources disagree, and what a free local file check can and cannot tell you.
How it works (as secondary guides report)
| Step | What happens |
|---|---|
| Issue | The seller’s system sends the invoice through an NRS-accredited provider to the MBS, which validates it and returns an invoice reference number (IRN), a QR code and a digital signature; guides say an invoice needs them to be valid for payment. |
| Who | Phased by annual turnover: large taxpayers (above 5 billion naira) first; medium taxpayers (1 to 5 billion naira) reported from 1 July 2026; smaller taxpayers later, with dates reported through 2027 and 2028. Large-taxpayer dates differ between sources after at least one extension. |
| Buyer | One guide reports a 72-hour window for the buyer to reject an invoice. |
| Retail (B2C) | Guides report no pre-clearance for retail invoices, which are reported to NRS within 24 hours of issue. |
| Format | Reported as aligned with Peppol, with UBL, ISO 20022 and Peppol named as adopted standards on the portal; one source says no separate technical standard has been gazetted. Not confirmed here. |
| Penalty | One summary lists a 200,000 naira penalty without conditions; NRS Information Circular 2026/05 is cited as restating the duties. Its text was not read. |
Written from web search summaries and adviser guides (KPMG, vendor and news write-ups), not from NRS circulars or the MBS portal, none of which were read for this page. Dates, scope and penalties may have changed; treat every date and figure as a lead to check.
What this checker does and does not cover
The main checker reads UBL, CII and Factur-X and applies EN 16931 and Peppol rules. It does not apply Nigerian rules, call the MBS or produce an IRN. It is still useful before you hand a file to an accredited provider: wrong totals, a tax breakdown that does not add up, a missing tax reason and mistyped identifiers are the faults any clearance system rejects.
Test a file before you send it
Open the checker, drop your XML and read the findings, each with a rule ID and a fix (the rule reference). No account, nothing uploaded. No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Other countries: all mandates by country, for example Kenya and Egypt.
Common questions
What is Nigeria's Merchant Buyer Solution?
Nigeria's national e-invoicing system, run by the Nigeria Revenue Service (NRS, successor to the Federal Inland Revenue Service). Secondary guides describe a clearance model: the seller's system sends the invoice through an NRS-accredited provider to the MBS, which validates it and returns an invoice reference number (IRN) and a QR code. NRS documents were not read for this page.
Who has to use it, and from when?
Guides describe a phased rollout by turnover: large taxpayers (above 5 billion naira) first, then medium taxpayers (1 to 5 billion naira) from 1 July 2026, and smaller taxpayers in later waves reported through 2027 and 2028. Sources disagree on the large-taxpayer dates, because the deadline was extended at least once. Check NRS circulars for your own wave.
Is the invoice format UBL or Peppol?
Not settled in the sources read. Guides say Nigeria's network is aligned with Peppol and that the portal lists standards including UBL, ISO 20022 and Peppol, with a Peppol PINT profile for cross-border use; one source says no separate technical standard had been gazetted. Treat the format as a lead to confirm with your accredited provider.
Can this checker validate a Nigerian invoice?
No. It has no Nigerian rules, does not call the MBS and does not produce an IRN. For a UBL or CII file it applies EN 16931 and Peppol checks, which catch totals, tax breakdown and identifier faults that are likely to be rejected in any clearance system, but a clean result is not an NRS approval.
