What it does, and what it leaves to you
- Scope: consumer products made available in the EU, online or in shops (Article 2). Food, feed, medicines, antiques and products to be repaired before use are outside it. Products with sector law are covered for what that law leaves open.
- Responsible person: an EU-established manufacturer, importer, authorised representative or fulfilment service provider must stand behind the product (Article 16).
- Not decided: whether your product meets the general safety requirement, what a risk analysis must contain, sector-law conformity, national penalties, and which of your listings a marketplace will accept.
Common questions
Does the EU General Product Safety Regulation apply to online sellers?
Yes. Regulation (EU) 2023/988 has applied since 13 December 2024 to consumer products made available to consumers in the EU, including products sold online from outside the EU. Products with their own sector law, such as toys and CE-marked electricals, are covered for the risks that law does not address.
Do I need an EU responsible person to sell on Amazon, Etsy or my own shop?
If you sell a consumer product to EU buyers, an EU-established manufacturer, importer, authorised representative or fulfilment service provider must stand behind it. A seller established outside the EU therefore needs one of them, and their name and address belong on the product and the listing.
What must an online listing show?
The manufacturer's name and contact details, the EU responsible person, an image of the product, its type, batch or serial identification and any warnings or safety information.
Are food, medicines and antiques covered?
No. Food, feed, medicinal products, antiques and products that need repair before use are outside the scope in Article 2.
Is my data uploaded anywhere?
No. Everything is calculated in your browser and nothing is sent; a test in the code asserts there are no network calls.
