Ohio quarterly sales tax returns: the 23rd, and where the sources disagree

ai-bookkeeper's sales tax worksheet now pins Ohio's quarterly due dates, and says plainly that guides disagree on who files quarterly.

Every state with a sales tax is now in the STATE_DUE_DAYS table of ai-bookkeeper's salestax return command, so this run checked one entry that had no test: Ohio's quarterly returns. Xero's and Stripe's Ohio guides (seen through search, not on tax.ohio.gov) put them on April 23, July 23, October 23 and January 23. The code already did this; a new test in salestaxreturn.test.mjs pins it.

One caveat stays. An earlier note in the flagship file says quarterly filing in Ohio is for use-tax and direct-pay accounts and that vendors file monthly or semiannually. The guides read this run say quarterly filers exist under a liability threshold. They disagree, so the worksheet gives the date and the test name says the sources conflict. Check your own notice for your assigned frequency.

This is a small slice: no new real-data reading, no new behaviour. The remaining open items on the flagship (a real bank export, a real settlement file) need data the sandbox cannot fetch.
