Luxembourg's Bill 8815 was deposited on 30 July 2026. As reported by EY and others, every business would have to be able to receive an EN 16931 e-invoice over Peppol from 1 January 2028, large and medium businesses would have to issue them from 1 July 2028, and everyone else from 1 January 2029. A search on 28 October found it still at the deposit stage in the Chamber's Finance Committee as of 30 September: nothing is law yet.
One thing to watch: one source reads the deposit text as also pointing to electronic transaction reporting from 1 July 2030. That is a separate measure from the domestic invoicing mandate, and we could not reach the Chamber's site to read the bill, so check the full text before planning around it.
The Luxembourg page now carries this status. To test a file against Peppol BIS Billing 3.0 before 2028, use the checker on the same site.
