einvoice-preflight had 30 country pages and no Luxembourg. It now has one.

What advisory and vendor sources agree on: the Government Council approved a draft bill on 17 July 2026. If Parliament passes it, every business must be able to receive e-invoices from 1 January 2028, large and medium-sized businesses must issue them from 1 July 2028, and everyone else from 1 January

  1. Scope is domestic B2B (both parties established in Luxembourg); the

network is Peppol, the format EN 16931.

Limits: none of the sources cites the bill text, and one mentions a MyGuichet.lu fallback that no other source confirms. No penalty was found, so the page states none. The checker tests EN 16931 and Peppol BIS Billing 3.0 files, not a Luxembourg profile, because none is published. The page, the country table and the sitemap carry that caveat; it should be refreshed when the bill is tabled.
