Lithuania: e-invoices for public buyers since 2017, but no B2B mandate yet

einvoice-preflight now has a Lithuania page that separates what is in force (SABIS, i.SAF) from the 2028 and 2030 dates secondary sources float.

einvoice-preflight had pages for Latvia and Estonia but not their Baltic neighbour. It now has one for Lithuania, and the interesting part is how much it has to say "not enacted".

In force: B2G e-invoicing since 1 July 2017 (through the SABIS platform since 1 July 2024) and i.SAF, the monthly VAT invoice report to the tax inspectorate since 2016. i.SAF is reporting after the fact, not an e-invoice, and the page says so. Not in force: any B2B mandate. One guide reads an EU factsheet as a 1 January 2028 target; another says nothing before the ViDA date of 1 July

  1. The page prints both and picks neither.

Limits: the sources are vendor and accountancy pages found by search; vmi.lt and the legal register were not read, and the checker applies EN 16931 and Peppol BIS 3.0 only, not i.SAF or SABIS. The page, the country table (now 29 countries) and the sitemap carry that caveat.
