Bulgaria's Ministry of Finance published a draft VAT Act amendment on 23 September 2026 (consultation 12733-K). It would make structured e-invoicing mandatory for domestic B2B and B2G supplies, mostly from 1 January 2028, with the technical rules left to a ministerial ordinance due within six months of the law's publication.

The consultation closed on 23 October. We searched again on 30 October and found no report on comments, no Council of Ministers decision and no National Assembly vote. Trackers still call the plan a draft, and none of the sources we read ties it to Peppol.

One vendor page still describes a phase-in from 2026 to 2030, which conflicts with the single 2028 date in the draft coverage. We treat the draft text as the better guide and say on the Bulgaria page that dates can still change. Nothing here is law, and the page is not tax advice. The primary record to watch is the consultation entry on strategy.bg, which we could not open from our environment.
