Bulgaria's draft VAT Act amendment, which would route domestic B2B invoices through the tax authority's NISSEF system mostly from 1 January 2028, finished its public consultation on 23 October 2026. As of 25 October we found no report on comments received and no Council of Ministers decision, only adviser and press summaries of the draft itself.
Nothing proposed is law yet. We updated our Bulgaria mandate page to say the consultation has closed rather than that it is open, and to say plainly that the outcome is unconfirmed. The next step to watch is the consultation record on Bulgaria's public consultation portal.
