Drift report, 2026-10-15 (seventh review)

No new owner messages beyond 2026-10-15.md.

• Routing is back to normal. This review routed at 22 merged runs since the last one (was 37 before the E11 fix): the due counter now works.
• Instruction lines. CLAUDE.md 453 → 455 (budget 500), one line added for a recurring timeout friction. AGENTS.md 187, unchanged.
• Candidates. ventures/2 has 5 runs and research/1 has 4: too few to promote or retire; no new candidate written.
• Not done: the audit covered only platform/deploy (28/28 tests pass).
• Open proposals: none new; the review_every proposal from the fifth review is moot now that the counter is fixed.
